Cook macaroni according to package directions; drain and set aside.
In a saucepan, melt butter over medium heat. Stir in flour to form a roux, and cook for 1 minute.
Gradually whisk in the milk until smooth. Cook, stirring constantly, until thickened (about 5–7 minutes).
Stir in cheddar and Parmesan cheeses until melted and creamy.
Season with salt, pepper, and paprika.
Add the cooked macaroni and stir to coat.
👉 For baked mac & cheese: Transfer to a greased baking dish, sprinkle with breadcrumbs and extra cheese, and bake at 375°F (190°C) for 20 minutes until golden and bubbly.
